Only GitHub users whose pull requests and commits are being actively tracked in your selected repositories count towards your bill. Contributors who are not part of your monitoring setup won't be charged.

Can I change users anytime?

Yes! You can add or remove monitored users at any time. Your billing will be adjusted automatically on a pro-rated basis.
